Short answer

Airport MRT

The Taoyuan Airport MRT links both terminals with Taipei Main Station (A1) in one direction and Taoyuan HSR Station (A18) and Zhongli in the other. Express trains (purple) stop only at A1, A3, A8, A12 and A13 and have luggage racks and charging sockets. Commuter trains (blue) stop everywhere. Pay with an EasyCard, iPASS or icash 2.0 card, a contactless credit card, or a single-journey token. Full guide: Airport MRT.

Buses

Bus 1819 runs between the airport and Taipei Bus Station, next to Taipei Main Station, and reports agree it runs through the night, which makes it the fallback after the last train. Other routes go to different Taipei districts, New Taipei (such as Banqiao) and cities like Taichung. Buy at the bus counters in the arrival halls or pay as you board where cards are accepted.

Taxis and ride-hailing

Licensed taxis queue at the taxi ranks outside each arrival hall and run on the meter. Highway tolls are added, and a surcharge may apply at night or during holidays. App-based rides also operate in Taiwan; check the pick-up point your app gives you.

High speed rail (HSR)

For Taichung, Tainan or Kaohsiung, skip Taipei: take the Airport MRT to A18 Taoyuan HSR Station (about 19 minutes from Terminal 1 on extended express or commuter trains), then walk to the Taiwan High Speed Rail station for trains south.
